It has emerged that nearly a quarter of the staff of Roscommon Co Co are now working for Irish Water.
Eighty seven full time staff who previously worked in various departments in the council are understood to have taken 12 year service level agreements with Irish Water.
The news has raised concerns by some elected members that the staff may not be replaced, resulting in a reduced service in certain areas.
